Pre-Heat oven to 400'°. Line a 7x9 inch pan with parchment paper, leaving a little overhang as handles for later.
In a small bowl combine chopped dates, orange zest, and water. Stir together then set aside while you work with the other ingredients.
In a medium bowl combine brown sugar, granulated sugar, butter, quick oats, flour, nutmeg, cinnamon, baking soda, and salt. Stir until well combined and all ingredients are moist.
Press half of the oat mixture into the bottom of your baking pan. Press firmly and ensure the entire bottom of the pan is covered.
Next add your date mixture on top of the oat mixture. Spread the date mixture evenly.
Top the dates with the remaining oat mixture by sprinkling over top to cover evenly. Then press firmly into the pan. You want to make sure the mixture is even, with no areas where the mixture is lose.
Bake the bars for 25 minutes at 400'° until golden brown around the edges. Allow to cool completely in the pan, then cut into squares.
